Some things to try:
Delete administrator/cache/autoload_psr4.php - it will be recreated on your next page load.
I think something is compressing your html output. In Global Configuration / Server tab, set Gzip Page Compression to No.
Use the htaccess.txt file that comes with the latest Joomla update. If you are on a cPanel hosted server you may need to set the PHP Version again.
The problem may be mod-security related.
Run the Forum Post Assistant and post the public results here.
The configuration.php file should have 444 permissions. Joomla changes it to 644 before saving configuration changes and then changes is back again.
